US Propel NY Energy Selects Contractors to Advance $3.26 Billion Transmission Project Pre-Construction Work

NY Transco and the New York Power Authority (NYPA) have selected three local affiliate contractors—Hallen Integrated Construction Services, Haugland Group, and BOND Civil & Utility Construction—to carry out pre-construction preparation work for the Propel NY Energy transmission project. The project is scheduled to officially commence construction later this year.

The Propel NY Energy project, with a total investment of approximately $3.26 billion, plans to build about 90 miles of new underground and submarine transmission lines spanning parts of Long Island, Queens, the Bronx, and Westchester County. The project includes approximately 78.7 miles of 345 kV lines and approximately 10.9 miles of 138 kV lines, and involves the construction of three new substations and a submarine cable crossing of the Long Island Sound.

The project aims to enhance the reliability and resilience of New York State’s power grid, improving electricity transmission capacity in Long Island, New York City, and Westchester County. The New York Independent System Operator (NYISO) has warned that New York City faces a risk of electric reliability violations starting in 2026, and the Propel project is considered a critical initiative to prevent power shortages.

The project is currently under New York State Article VII permitting review. If approved, construction is expected to begin in 2026, with a target of becoming operational by 2030. The pre-construction work will focus on various coordination and preparatory activities to advance the implementation of this large-scale transmission infrastructure project.
